CISA Active Shooter Program to be Recognized in 2022 ‘ASTORS’ Awards

As the U.S. Department of Homeland Security (DHS) leads the nation for Active Shooter Preparedness, the Cybersecurity and Infrastructure Security Agency (CISA) Active Assailant Security Branch Active Shooter Preparedness Program supports stakeholders in building security capacity against the active shooter threat, which is the most prominent attack method in the U.S.

The Active Shooter Preparedness Program surpassed all partner outreach records previously held by conducting 114 Active Shooter Preparedness webinars for 18,600 participants across the United States and internationally.

The participants indicated they would highly recommend the training with a nearly perfect 99.2% poll score.

The Active Shooter Program provided several webinars for special audiences, including elections officials, two webinars for the 2022 World Games, and five webinars for the Healthcare and Public Health sectors.

In addition to the five webinars for faith-based organizations and houses of worship, the Active Shooter Program participated in 19 Non-profit Security Grant Program webinars with the Federal Emergency Management Agency (FEMA), also recognized in the 2022 ‘ASTORS’ Awards Program, and DHS Center for Faith-Based and Neighborhood Partnerships.

After several bomb threats to Historically Black Colleges and Universities (HBCU), the Active Shooter Program conducted a webinar across all 16 states and communities as well as participated in the DHS-hosted HBCU symposium “The Path Forward: Campus Safety and Resilience and the Federal Bureau of Investigation’s webinar for Louisiana’s HCBU partners.

In addition to conducting webinars, the Active Shooter Program made several updates to existing videos and resources to ensure CISA effectively reached underserved communities.

The Options for Consideration video was translated into American Sign Language, Dari, French, and Pashto, the Active Shooter: What You Can Do – Access and Functional Needs video was translated into American Sign Language, and the Active Shooter Preparedness Webinar recording was updated with Closed Captioning.

Several security capacity-building products were developed within FY22, the Active Shooter Pocket Card, which was translated into Chinese Simplified and Traditional, Hebrew, and Yiddish; Protecting Patrons During the Holiday Shopping Season Fact Sheet; CISA Table-top Exercise Program for Faith-Based Organizations Fact Sheet; Personal Security Considerations Fact Sheet, which was translated in Chinese Simplified and Traditional, Korean, and French; and the Physical Security Considerations for Temporary Facilities Fact Sheet.

The Active Shooter Program provided CISA security capacity-building resources to international partners during the United Nations Office of Counter-Terrorism’s (UNOCT) Global Programme on Countering Terrorist Threats against Vulnerable Targets, UNOCT Launch of the Global Programme on countering terrorist threats against Vulnerable Targets, UN Crime and Justice Research Institute’s South America Subregional Workshop on Security of Major Sporting Events, and welcomed over 200 international registrants to the Active Shooter Preparedness webinars.

Finally, the Active Shooter Program was included in outreach and resources for communities recovering from active shooter incidents like Atlanta, GA; Buffalo, NY; Uvalde, TX; and Laguna Woods, CA.

The FACT SHEET: The Biden-Harris Administration Responds to Immediate Needs of the Community in the Buffalo and Uvalde Attacks | The White House, and A Dialogue with Buffalo Community Leaders about Federal Resources – Participating Agency Resource Guide provided CISA security capacity building resources and active shooter preparedness information.

The Active Shooter Program was honored to be part of Civil Rights, and Civil Liberties, as well as the Federal Bureau of Investigations, calls with stakeholders following these tragic incidents to provide support and resources to help these communities find a new normal.
