NEC, whose whole owned subsidiary NEC National Security Systems (NSS), a Returning Multi-Platinum Awards Champion in the 2023 ‘ASTORS’ Homeland Security Awards Program, in partnership with the International Biometrics Association (IBA), proudly welcomed leaders in law enforcement and identification management at the 36th Annual International Biometrics Association (IBA) Conference.
This must-attend event allowed attendees to experience the latest advancements in multi-modal biometrics, AI-powered solutions, facial recognition technology, legislation, and updates to trends in the public safety community.
The conference theme, “The Untouchables: Biometrics of the Future,” gave a nod to the law enforcement agents known as “The Untouchables” who made their mark in Chicago by ending Al Capone’s legacy.
NEC and IBA commended the Chicago Police Department, their event’s host police department, for helping to make the conference exciting and enlightening!
(Throughout the three-day 36th Annual User Conference in Chicago, IL, attendees heard from a variety of leaders in the biometrics industry, attended informational breakout sessions, participated in educational training, networked with their peers, and enjoyed a scenic cruise through the Windy City. Participants attended various panel sessions that provided a forum for biometric thought-leaders to share best practices and insights into how biometric and digital identity solutions keep our communities safe and help to solve crimes quicker.
Throughout the 36th Annual IBA Conference, participants took part in motivational keynotes and interactive panel discussions, which included an evening cruise through the Windy City and a celebratory Awards Banquet.
Intriguing demos featured the newest technologies, such as NEC’s Integrated Biometric Workstation (IBW) and latent and tenprint training provided by Innovated Solutions (I3) and Forensic Solutions.
NEC IBW Solution: Easy and Effective to Use Interface
With a modern, intuitive interface, NEC’s IBW efficiently guides the user through the record creation process, minimizing errors.
Menus and common tasks have a consistent look and feel for a fluid transition between booking applications and tenprint processing.
IBW combines all functions and tools necessary to automatically or manually process multimodal biometrics with a unified UI for all MBIS functions.
For system administration, IBW includes the Insights Workbench web client for management of availability, configuration, work-in-progress, and users while enabling the fast and easy generation of reports for policy compliance, statistical reporting, and more.
IBW Apps include Browse Records, Job Queue, Tenprint Entry, FastID, Quality Control, Latent Case Management, Search Verification Error Resolution, and NIST Scanning Workstation, as well as an Insights Archive for Records Management and Workbench for System Administrative Management.

Inspirational and Thought Leadership Speakers
The opening keynote was presented by William J. Bratton, Former NYPD Police Commissioner (twice), LAPD Police Chief, and Executive Chairman Teneo Risk.
During his almost 50-year career in law enforcement, Bratton instituted progressive change and dramatic drops in crime while leading six police departments.
He inspired attendees with his presentation on “Policing and Technology in America,” spotlighting where we’ve been, where we are, and where we’re going in law enforcement, emphasizing how technology helps solve crimes faster and more efficiently.
NEC’s Vice President of Digital Government, Eugene le Roux, and Vice President of Solutions Development, Gary Lac, provided in-depth overviews of NEC’s digital government strategy and cloud-driven product roadmap—now and into the future.
A panel discussion called “Delivering Tomorrows…Today” was moderated by Neal Byrd, the New Vice President of Sales of NEC National Security Systems, with participation from Dr. Kathleen Kiernan, President of NEC National Security Systems, and Dr. Chris White, President of NEC Laboratories of America.
This subject matter expert (SME) and leadership panel highlighted a series of compelling use cases and outlined many benefits of AI technology to solve crimes and prevent human trafficking.
Public safety innovators Microsoft and Vantiq shared a futuristic outlook of how Cloud and AI technologies enable law enforcement agencies to communicate more quickly and evaluate situational awareness in real time to identify threats and public safety concerns faster.
Several other speakers participated in the agenda, including members from the FBI, U.S. Customs and Border Protection, both of which were Recognized for Excellence in the 2023 ‘ASTORS’ Homeland Security Awards Program, the Arizona Department of Public Safety, the Arizona Department of Transportation, Big City Emergency Management, and the Los Angeles Sherriff’s Department who all spoke on a variety of important topics.
