The U.S. Customs and Border Protection (CBP), Air and Marine Operations (AMO), reached a major milestone by releasing its Vision 2025.
This publication officially documents—for the first time—AMO’s unique role in securing the homeland and establishes AMO’s approach to meeting the challenges of securing a 21st century border.
AMO is a federal law enforcement organization dedicated to serving and protecting the American people through advanced aeronautical and maritime capabilities.

AMO’s core competencies are to interdict unlawful people and cargo approaching U.S. borders, investigate criminal networks, provide domain awareness in the air and maritime environments, and respond to contingencies and national taskings.
AMO’s Vision 2025 establishes these core competencies around which AMO will deploy its resources, execute operations, develop policies, conduct training, and acquire and maintain its fleet of aircraft and vessels.
To ensure effectiveness, AMO’s efforts to create Vision 2025 included representatives from every geographic and functional area under AMO’s responsibility.
“With the release of Vision 2025 and the implementation of its outlined performance measures, we have established who we are, what we do, where we are headed, and how we will measure success,” said Edward Young, Acting Executive Assistant Commissioner.
“Vision 2025 reflects our commitment to the people of AMO, the missions of CBP and the Department of Homeland Security, and the security of the nation.”
