In April, seven inmates were killed and at least 20 hurt during a violent riot involving rival gangs that began Sunday night at the South Carolina’s largest maximum-security prison, authorities said.
South Carolina Gov. Henry McMaster said on Tuesday, that contraband cellphones had a “big impact” on Sunday’s violence which quickly spread to three unconnected dormitories at the prison.

In a speech to the Upstate Chamber of Coalition, McMaster said illegal cellphones have added a “whole new dimension” to the dangers inherently found in correctional facilities, following echoed warnings that prison officials in South Carolina and across the nation have voiced for years.
“What is happening these days is people are going to the fences and they are throwing cellphones over the fence,” said McMaster, who signed an executive order earlier this year directing the South Carolina State Guard to patrol the perimeters of prison facilities.
McMaster explained that an inmate who gets access to a contraband cellphone can “run his business on the outside just as well as he could if he was sitting right here.”
“He can order hits,” the governor said. “He can make arrangements for robberies.”
For years prisons officials throughout the United States have tried to persuade the Federal Communications Commission (FCC) to let them jam cellphone signals, unsuccessfully.
Critics of the technology say the approach prevents nearby cellphone users from making emergency calls, and current federal law prohibits the sale, importation or use of jamming equipment.
Similar challenges have been raised regarding the current laws with regard to anti-drone and counter-drone jamming technologies to combat nefarious drones contributing to delivery methods for contraband in prison and correctional facility yards.
