DHS Federal Protective Service Returns to 2020 ‘ASTORS’ Awards

As the police force of the Department of Homeland Security, Federal Protective Service (FPS) is responsible for protecting Federal Facilities, their occupants, and visitors, ensuring a safe environment in which federal agencies can conduct their business. FPS does this by investigating threats posed against over 9,000 federal facilities nationwide.

The Department of Homeland Security (DHS), Federal Protective Service (FPS), which has been twice recognized in the 2018 and 2019 ‘ASTORS’ Homeland Security Awards Program, provides integrated security and law enforcement services, which includes conducting security assessments and detecting and mitigating threats–to over 9,500 federal facilities.

To accomplish this mission, FPS leverages the Modified Infrastructure Survey Tool (MIST), a joint solution developed in partnership with Argonne National Laboratory (ANL).

Although MIST 2.0 was initially developed in 2014, Argonne and FPS have continuously sought ways to improve the tool’s ability to assess, detect, and mitigating threats.

This year, no threat was more pervasive in this country than the novel coronavirus COVID-19.

Federal Protective Service
If you are one of the 1.4 million people that visit any of the 9,000 federal facilities each day, the Federal Protective Service is there to keep you safe.

To confront the threat that COVID-19 posed to the FPS workforce, MIST was enhanced to allow FPS Headquarters and FPS Management to track and display each federal building affected by COVID-19, and to analyze local hospitals and EMS facilities in relation to federal buildings and office locations.

In addition, the map capability within MIST was expanded to allow for many additional layers:

  • Track and display each federal building affected by COVID-19 along with those not affected.

    • This capability allowed FPS to have a granular understanding of the number of facilities impacted by the virus.

  • Present COVID-19 hot spots from the Johns Hopkins’ publicly available data-set to determine federal buildings potentially affected, or soon to be affected.

  • Present local hospitals and EMS facilities on the map in relation to federal buildings and officer locations.

  • Present permanent and temporary Federal Emergency Management Agency (FEMA) facilities to show their relationship to federal buildings and officer locations.

  • Track and display car locations of FPS Inspectors via use of Telematics tracker in vehicles.

Ultimately, the new COVID-19 telematics capabilities offered FPS decision makers the ability to make better informed decisions on moving personnel and security equipment to best protect people and property, while ensuring safety of their staff.

This in conjunction with currently available information on federal facilities, distance calculations, and driving directions allows the additional situational awareness for FPS headquarters decision makers:

  • Visibility of which Federal buildings are open/closed/being sanitized due to COVID-19

  • Visibility of COVID-19 hotspots in relation to federal facilities

  • Visibility of any officers congregating in groups and patrolling activities (per the car locations)

Ultimately, the new COVID-19 telematics capabilities offered FPS decision makers the ability to make better informed decisions on moving personnel and security equipment to best protect people and property, while ensuring safety of their staff.
