Extraordinary Leaders on an Extraordinary Day

American Security Today (AST), had the distinct pleasure to catch up with the new NYC Emergency Management Commissioner Deanne Criswell, the keynote speaker at ISC East.

The 2019 ‘ASTORS’ Awards Luncheon featured an impassioned and compelling keynote address by William (Bill) Bratton, former police commissioner of the NYPD twice, the BPD, and former chief of the LAPD, on the history of policing in America and the evolution of critical communication capabilities in our post 9/11 landscape.

Our interview followed the 2019 ‘ASTORS’ Homeland Security Awards Luncheon which was sold-out and featured a riveting address by Bill Bratton, former police commissioner of the NYPD, BPD, former Chief of the LAPD, and Executive Chairman, Teneo Risk.

Commissioner Criswell’s address to ISC East titled: LEVERAGING TECHNOLOGY TO IMPROVE DECISION MAKING: A NEW DIRECTION IN EMERGENCY MANAGEMENT AND DISASTER PREPAREDNESS, explained how the Department is utilizing technology to make informed, data-driven decisions, while also discussing the strategic vision for the Department and the importance of public-private partnerships.

Commissioner Criswell’s first-hand earned experiences in emergency preparedness, crisis management, and disaster response, including lessons learned and best practices to incorporate into organizations across the public and private sectors provided  invaluable insight to all in attendance.

Two Extraordinary Leaders

Deanne Criswell was appointed Commissioner of the New York City Emergency Management Department in 2019, and is responsible for oversight of the City’s efforts to plan and prepare for emergencies, educate the public about preparedness, coordinate emergency response and recovery, and disseminate emergency information.

As NYC Emergency Management Commissioner, Criswell has managed the City’s response to emergencies including extreme summer heat, large fires, and power outages including blackouts on the west side of Manhattan and in southern Brooklyn in July 2019.

She has also coordinated the City’s readiness for planned events including the 2019 Ticker Tape Parade honoring the U.S. Women’s National Soccer Team and the 2019 New York City Marathon, the largest marathon in the world.

Prior to joining NYC Emergency Management, Criswell served as the leader of one of the Federal Emergency Management Agency’s National Incident Management Assistance Teams and as a federal coordinating officer.

In this role, Criswell was the primary Federal representative responsible for leading the agency’s response to and recovery from emergencies and major disasters, from severe flooding in North Dakota to hurricanes in South Carolina to fires in Colorado.

She also served as the head of the Office of Emergency Management for the city of Aurora, Colorado, where she led strategic change in the city’s emergency and disaster planning.

During her tenure there, Criswell coordinated transitional housing and family reunification efforts in response to receiving 2000 evacuees from Hurricane Katrina.

As an executive in the homeland security sector of the Cadmus Group LLC, Criswell served as a principal for clients at the federal, state, and local levels, as well as the private sector, providing exceptional technical expertise and the experience necessary to help her clients achieve their critical missions.

As a member of the Colorado Air National Guard, Criswell served 21 years as a firefighter and Deputy Fire Chief.

In 2001, she deployed to Kuwait to serve as a fire officer in crash fire rescue efforts, and in 2010, she deployed to Qatar, Afghanistan, and Iraq to advise senior leadership on fire protection requirements for new and existing military bases.

Criswell is a graduate of Colorado State University – Fort Collins, with a Bachelor of Science degree in technology education and training and holds a Master of Public Administration from the University of Colorado – Denver and a Master of Science in homeland security from the Naval Postgraduate SchoolCenter for Homeland Defense and Security.

Criswell and Kiernan actually met at the Naval Postgraduate School where Kiernan is an Adjunct Professor in the Masters Program from which Criswell graduated.

Kiernan commented “Deanne stood out as a first among equals in what is an extraordinarily rigorous academic program wherein all of our students are leaders within their organizations and balance academic excellence with full-time critical jobs across the homeland security and homeland defense communities.”

Dr. Kathleen Kiernan, is a 29-year veteran of Federal Law Enforcement, previously serving as the Assistant Director for the Office of Strategic Intelligence and Information for the federal Bureau of Alcohol, Tobacco, Firearms and Explosives.

In addition, Dr. Kiernan has served as a SME for risk assessment and gap analysis efforts for some of our nation’s most critical assets.

A graduate of the FBI’s National Executive Institute (Class 26); Chair, Emeritus of InfraGard,  Kiernan is also an Advisor for the National Police Foundation (NPF) Center For Mass Violence Response Studies, and an Advisor for the Center for Advanced Red Teaming (CART), at the University of Albany, SUNY.
