PureTech Systems, a Platinum Award Winner in the 2018 ‘ASTORS’ Awards Program for Best Mobile Surveillance ISR, has met a delivery milestone for the next phase of the Border Patrol’s Mobile Video Surveillance Systems (MVSS) program.
The latest deliveries, consisting of ruggedized Ford F-150 trucks outfitted with telescoping surveillance payloads, are being deployed by U.S. Border Patrol (USBP) in San Diego, CA and will support mobile video surveillance for up to 6 miles away.
USBP is part of U.S. Customs and Border Protection (CBP), the largest federal law enforcement agency of the United States Department of Homeland Security, and is the country’s primary border control organization.

The event was covered widely in media reports, highlighting the value to Border Patrol agents in the field, including rapid deployment and ease of use.
CBP is the largest federal law enforcement agency of the United States Department of Homeland Security, and is the country’s primary border control organization.
The MVSS program, won by Tactical Micro of Fredericksburg VA, a division of Benchmark Electronics, consists of a complete mobile surveillance platform to aid the U.S. Border Patrol to track and identify Items of Interest (IOI) along the U.S. southwest border.
The “Eagle” Mobile Video Surveillance System (MVSS) stand-alone mobile surveillance system includes an all-terrain pickup with a surveillance sensor payload mounted on a pneumatic mast system, capable of raising the sensors up to a height of 30 feet.
The mobile vehicle sensor payload includes a thermal camera, visible camera, long-range illuminator, laser range finder, cab mounted command and control, as well as, other power management and deployment capabilities.
The Eagle MVSS Features Include:
- Provides detection, tracking, identification and classification of points of interest in the operating area
- Ruggedized and can be deployed to remote areas that require off-road transport without sustaining damage to the equipment
- Can be transitioned from a transport state to a mission-ready state in less than 30 minutes after arriving on site, without the operator exiting the vehicle
- Fits all standard Pickup beds
- No tools required for 1 person transfer between vehicles
Within the MVSS, PureTech Systems software provides the command and control (C2), as well as, the long-range camera pointing and video analytics.
An agent can deploy the system, which can then aid in detecting, tracking, identifying and classifying items of interest using the video feed and on-board software.
The objective of the MVSS is to provide a rapid deployment short- and medium-range mobile surveillance directly from Border Patrol vehicles.
The border agent/operator can then use that information to monitor the situation, respond to events, or share the information to assist other agents.

In an interview with ABC 10 News, Michael Scappechio, a supervisor with the Border Patrol, said, it’s their increased rate of arrests that landed the trucks here, “nearly a 90 percent increase is significant, that’s going to get attention, that’s going to get resources, that’s going to get man power, infrastructure and technology.”

Border Patrol also furthered that these trucks won’t replace the border wall but instead, will go hand in hand with it.

MVSS is a part of a larger electronic border protection strategy which includes both mobile and fixed platforms including the Integrated Fixed Tower System (IFT) and the Remote Video Surveillance System (RVSS).
The MVSS program was awarded as a 5-year indefinite period contract, extending into 2021.
