FBI El Paso and the El Paso Police Department (EPPD) today arrested FBI Top Ten Fugitive Terry A.D. Strickland in Northeast El Paso.
FBI and EPPD executed a traffic stop at 5:10 a.m. early this morning and Strickland was taken into custody without incident. Strickland was being sought as the subject of a double homicide in Milwaukee, Wisconsin.
On July 17, 2016, Milwaukee Police officers responded to a residence to investigate multiple calls regarding a shooting. Upon arrival, officers found the bodies of two male victims in front of the residence.
On July 28, 2016, a state arrest warrant was issued for Strickland after he was charged with two counts of first degree intentional homicide.
Additionally, on October 7, 2016, Strickland was charged with unlawful flight to avoid prosecution (UFAP), and a federal arrest warrant was issued for him in the United States District Court, Eastern District of Wisconsin.
On January 14, 2017, FBI special agents conducted an interview regarding a tip on the public access line. The information involved the possibility of FBI’s Top Ten Fugitive, Terry A.D. Strickland, temporarily residing in El Paso.
The FBI and partner agencies worked through the night on Saturday, January 14, and well into the early morning hours of Sunday, January 15.
The search for Strickland was coordinated by the El Paso Violent Crime Task Force and FBI Milwaukee, the El Paso Police Department, Customs and Border Protection/Office of Field Operations, CBP OPR, Texas Department of Public Safety, and FBI Albuquerque/Las Cruces Resident Agency.
Efforts resulted in the successful arrest of Strickland early this morning. The hard work, long hours, and tireless actions of those involved resulted in the arrest of a dangerous subject from the streets of El Paso.
Strickland was the 512th person to be placed on the FBI’s Ten Most Wanted Fugitives list and the 480th to be captured. Strickland is the fourth on that list to be captured by FBI El Paso.
Milwaukee FBI Special Agent in Charge Justin Tolomeo stated “It was one month ago, to this day, that we added Terry A.D. Strickland to the FBI’s Ten Most Wanted Fugitives list.”
“I am proud of the continuous hard work of our agents and law enforcement partners in quickly apprehending this dangerous and violent fugitive.”
El Paso FBI Special Agent in Charge Douglas E. Lindquist added, “Once again, today’s Top Ten arrest demonstrates the great determination and cooperation the FBI and its law enforcement partners have in El Paso, Milwaukee, and throughout the country.”
