Since quarantine protocols eased up in the U.S., we have witnessed a boom in travel, big purchases, in-person retail, and more. While this is positive in most regards, it also opens the doors to a growing number of security risks, particularly those involving identity fraud.

And with the delay of REAL ID enforcement, this is cause for concern.

The need for identity verification means more and more people carry their physical IDs wherever they go. Statista findings show that in 2020, there were nearly 228.2 million licensed drivers in the United States.

This makes identity theft – which often begins with driver’s licenses – much more probable for the average person, be it a pickpocket or a student under 21 looking for a way into the nearby college bar.

Stolen and fraudulent physical IDs also make it easier for criminals to make a living, using identity for fraudulent activities – from buying a car in the victim’s name to opening a bank account in their name.

IDs with outdated security are making things worse, providing an easier path for that intent on committing fraud.

ID fraud and theft are connected to forgery. With new resources emerging around us, it can be quite simple to compromise or replicate outdated security measures integrated into some physical ID cards.

ID security must become a top priority, not just for your average store clerk or the person checking ID, but for everyone. If we do not ensure our physical IDs are valid and secure, the actual and societal costs will continue to grow beyond the individual victim.

In fact, according to the FTC, financial losses from ID theft and fraud rose 77% in 2021, to more than $6.1 billion.

The latest stats from 2021 and early 2022 paint an unpleasant picture – according to nonprofit Identity Theft Resource Center, between 2017 – 2021, the driver’s licenses of more than 150 million U.S. citizens were compromised.

Identity fraud disrupts all institutions reliant upon IDs to service customers, including banks and other financial entities, commercial enterprises, hospitals, and more.

Travel infrastructure is also disrupted in such cases – and beyond the infrastructure, it may also create political, economic, and national security tensions.

Threat actors have been known to use fake IDs to their advantage. More secure IDs and ID verification provide safeguards against such pressures, providing a resource for counterterrorism. Without them, foundational institutes are under threat of infiltration.

Elevating ID Security

Roughly 30 states are in various stages of adopting mobile driver’s licenses (mDLs).

The states are operating on the understanding that in a digital age, using mDLs will increase efficiency and accuracy in verification. Where physical licenses can be misplaced, digital IDs offer an extra layer of protection with features such as face recognition and other biometric safeguards.

But as the numbers have demonstrated, physical IDs aren’t leaving anytime soon, so many US states are operating on a dual model.

Arizona is joining a growing number of jurisdictions in North America that are collaborating with third-party vendors to take ID security up a notch through upgrades and redesign.

The Arizona Department of Motor Vehicle Division (MVD) recently began adopting 100% polycarbonate, sustainable cards that cannot be altered without visible damage, which is key to detecting counterfeit documents.

Right now, from all examined counterfeit cards, the largest percentage of counterfeit cards are driver’s licenses and ID cards made of Teslin, followed by PET/PVC. Teslin is a paper-based substrate that relies on adhesive to glue its layers together and to apply an outer layer of protection for the ink it lays down.

By contrast, polycarbonate requires no adhesives: 100% polycarbonate consists of several intertwined layers of plastic, fused together without adhesives to form a solid structure impervious to tampering attacks.

There have been attempts to counterfeit polycarbonate cards, but due to the complexity of its security features, it is far easier to determine that they are counterfeits.

The solid monolithic card body means any attempt at alteration or modification visibly damages the card, rendering it obsolete. The high durability of polycarbonate also provides the longest lifespan of any card body substrate, allowing for extended card life without compromise.

Arizona’s physical driver’s licenses and other ID cards will also incorporate enhanced security features like Changeable Laser image (CLI) or Multiple Laser Image (MLI), which are laser-engraved security images within the body of the physical ID card, each viewable as the card is tilted at different angles.

For instance, using a redundant portrait image and the date of birth permits both pieces of information to be displayed and visible depending on the viewing angle. The combination of data elements and complex shapes make for a highly visible, easy-to-check feature that is extremely challenging to reproduce.

For a state with a population of over seven million residents and the total number of drivers licensed by Arizona MVD equating to 5.85 million through June 30, 2022, these efforts will not reflect across the state’s authentication and identification system immediately, but will bring about a dramatic shift in the state’s security standards.

The cards will also be REAL ID compliant, with updated security features to make them difficult to counterfeit but easy to verify.

Imagine a bouncer at a club needing to determine a license’s validity. The card’s superior security features will help the bouncer quickly confirm its validity and make it easier to differentiate the real cards from replicas.

These new and improved physical ID cards are a step in the right direction toward securing identities. The superior licenses and cards will assure the reviewer that the cardholder has undergone higher screening levels to be issued a REAL ID.

For instance, to receive these cards, residents need to offer specific forms of documentation to prove their identities, like a birth certificate or a U.S. Passport and a social security number, along with documents showing current state residency like utility bills, credit card/bank statements, etc.

The added unique layers of protection by different states will complicate the process by which criminals can commit forgeries.

Looking Ahead: The Future of ID Security

There is no 100% guarantee of security for anything, and ID cards are no exception.

It is a regular battle with a constantly innovating and shifting marketplace, where security leaders are always trying to identify new features that cannot be recreated but can be quickly and easily verified.

At the end of the day, despite differences in state agency approaches, what matters most is who benefits from improved ID security.

As we’ve learned, the multi-state mutual endeavor to elevate ID and license security will not only help fill the gap of REAL ID between now and 2025; it may also create an improved joint standard for security.

FDNY Chief Joseph Jardin honored the men and women of the FDNY, not only those who currently serve but all of those who have selflessly served, with special recognition of those lost on 9/11.

Chief Jardin spoke about the continuing health battle of many following 9/11 with cancer and respiratory disease, yet now knowing the full consequences, would not have made a different decision to respond.

As Chief Jardin noted, mission-driven service is the lifeblood of every firefighter, volunteer, and sworn member, and has been so throughout the history of the Fire Service.
