Mass shootings have become a nation-wide epidemic.
As of September 26, there have been 268 mass shootings in 2018, according to the Gun Violence Archive (GVA).
Every organization – schools, colleges & universities, hospitals, corporate offices, government agencies and more – are all at risk of being targeted by a threat actor.
And, law enforcement is responsible for stopping the shooter before he (or she) is able to create a mass casualty situation.
No individual, law enforcement agency or organization can prevent a threat actor from deciding to attack his target.
Once the threat actor enters the inner perimeter of the target campus, he will fire at will until he is stopped by law enforcement.
Unfortunately, law enforcement generally doesn’t know about the threat actor until he has entered the inner perimeter and has begun firing shots.
To save lives, it is vital that the shooter is interdicted before he has a chance to enter the inner perimeter.
That’s where VigilantCampus™ Solutions comes in.
The VigilantCampus suite of solutions – a combination Vigilant’s PlateSearch™ (license plate recognition) and FaceAlert™ (facial recognition) solutions – is an alert system designed to provide law enforcement three to five minutes to disrupt, interdict and stop the threat actor before he reaches his target.
PlateSearch is used to recognize the vehicles of potential threat actors before they enter the campus with access to a database of more than billions license plates.
FaceAlert identifies threat actors, utilizing a gallery of more than tens of millions of open source mug shots and sex offender images.
Campus security, school resource officers or other authorized security officials will receive notifications in real-time through Vigilant’s desktop and mobile applications.
A VigilantCampus location is any building or group of buildings that could be the target of a threat actor.
It could be a facility that is open or closed to the public, including local K-12 schools, colleges and universities, corporate offices, healthcare facilities, government agencies, senior living facilities and community centers.
Owned and maintained by the campuses, VigilantCampus is an alert and notification service deployed locally within the campus infrastructure to support any existing security measures for the purpose of access control.
The main strategy behind every VigilantCampus deployment is to offer an immediate notification to campus officials/security and first responders when unauthorized personnel are approaching or have physically entered onto campus grounds.
When the system identifies a known subject from a Watchlist, campus personnel may react to the alert internally or choose to escalate the alert directly to local police.
This alert and notification platform provides a direct line of instant communication between the campus and first responders.
This direct line of communication offers valuable intelligence and provides the additional time needed to mitigate a threat and potentially stop a critical incident from occurring.
The VigilantCampus Solutions work within the perimeters of an organization’s campus to monitor and identify potential threats, including sex offenders, known criminals, expelled students, disgruntled former employees, barred community members (e.g., gang members, drug dealers, etc.) and non-custodial parents or estranged partners.
A campus can create its own database of safe-designated and threat-designated individuals and vehicles – and change it at any time.
It works like this:
Outer perimeter (all roads approaching and surrounding the campus).

Fixed License Plate Recognition (LPR) cameras are placed in the outer perimeter.

The license plate numbers of potential threat actors are placed on a “hot list”.

If a potential threat actor’s vehicle enters the outer perimeter, PlateSearch immediately sends an alert to law enforcement.
Middle perimeter (inside campus roadways and parking areas).

Fixed (LPR) cameras are placed in the middle perimeter to provide an added layer of protection.

Just as in the outer perimeter scenario, when the license plate of a potential threat actor is detected, PlateSearch immediately sends an alert to law enforcement, letting them know he is on campus.
Inner perimeter (campus entrances and buildings).

The entrances and sensitive locations are the last line of defense for a potential threat.

All authorized campus personnel (i.e., staff, students, administration, employees, etc.) are placed on a ‘white list’ of authorized campus officials.

Similarly, images of potential threat actors are placed on a ‘Watchlist’.

FaceAlert scans the campus looking for potential threat actors.
When FaceAlert identifies a potential threat actor, an alert is immediately sent to campus security, who then notifies law enforcement of the threat for further investigation.

How Facial Recognition Works
While Vigilant Solutions’ facial recognition solution and analytics deliver possible matches, it is up to the agency to examine the matches and apply standard investigative protocol to confirm a possible match.
Gallery created by capturing or uploading mugshots.
Probe image is uploaded to the facial recognition application.
The algorithm creates a face print of the probe image.
Facial recognition compares the probe image against the gallery.
Facial recognition application returns a list of possible matches.
VigilantCampus is intended to complement, not replace, a campus security’s strategies and tactical plans.
It does not eliminate the need for human analysis and critical thinking.
VigilantCampus Solutions have been rigorously tested and piloted with great results.
During August 2018, the solution was piloted at a K-12 school campus.
Using only the fixed perimeter cameras, in a 48-hour period of testing, PlateSearch collected 21,453 plate reads.
Of those 21,453 reads, 669 ‘hot plate’ alert notifications were sent to the police department.
In the campus turn lane, there were 262 plate reads with 6 hot plate alerts.
